FPD Arrests Suspect in Child Annoyance Incident

On Monday, April 24, 2017 at approximately 1 PM, Fullerton Police Officers responded to the area of Richman and Valencia regarding suspicious circumstances.


Upon arrival, Officers met with a 16-year-old female who relayed them to that she had been walking southbound on Richman, just south of Valencia, when an unidentified male Hispanic pulled up next to her in a tan colored pickup truck.


The unidentified male Hispanic began yelling at the 16-year-old female to “Get in the car” multiple times and he then followed the female as she walked southbound in his car for a brief period. Scared, the female took out her cell phone to place a call and the male then fled.


On Wednesday, April 26, 2017 at approximately 2:30 PM, Fullerton PD Dispatch received a call from a concerned citizen who advised that they believed they had seen the tan Ford F-150 that was wanted by police in connection with the Child Annoyance incident. Officers responded to the 700 block of N. Harbor Blvd and located the driver, later identified as Jose Ascencion Obregon (44, Fullerton).


Obregon was in possession of a controlled substance when contacted by Police and thus he was placed under arrest. Obregon and his vehicle matched the description of the suspect wanted in connection with the Child Annoyance incident and thus he became a “person of interest” in the case.


While following up on numerous other leads and possible victims, the 16-year-old victim positively identified Obregon as the male Hispanic that had tried to lure her into his vehicle on Monday.


A warrant was issued this morning for Obregon’s arrest for violation of PC 647.6(a)(1), Annoying or Molesting a Child under the age of 18, and Fullerton PD Detectives served him with the warrant while he was in custody at the Fullerton City Jail on the separate, unrelated narcotics charge.
